EPBD - Energy Performance of Buildings Directive

The new EPBD sets out the path from nearly zero-energy to zero-emission buildings by 2050. It regulates the provision of information to consumers and buildings in relation to building performance in order to support their decisions and investments. According to the European Commission, buildings account for 40% of final energy consumption in the EU. As fossil fuels are mainly used for heating buildings (natural gas 39%, oil 11% and coal 3%), this accounts for 36% of greenhouse gas emissions.

Schedule:
By the end of 2025
Member states must submit a draft of a ‘National Building Renovation Plan’.
From 2026
Member states must transpose the regulations into national law.

The directive provides the following four cornerstones for the implementation of the targets:

Renovation of existing buildings and phasing out fossil-fuelled heating systems.
Zero-emission buildings, new energy certificates and promotion of renewable energy sources.
Financial incentives, combating energy poverty and a skilled labour force.
Modernisation of technical building equipment, sustainable mobility and minimisation of grey energy.
